Despatches on the subject, that the state of crime in the

Colony causes me serious anxiety, while in my Confidential

Despatch of the 4th. instant I have informed you of a Revolution

-ary outbreak, which commenced in Canton on the 28th. ultimo

and by entailing the exercise of special precautions has thrown

much additional work on the Police. I may mention also that

Chief Detective Inspector J. W. Hanson (who has held that post

for 13 years) has for medical reasons been obliged to apply for

his pension and leaves the Colony on the 13th. instant. This

will be a very great loss to the Detective Department, especial-

-ly at the present juncture and very appreciably adds to the

depletion of the Force at a time when it can least afford it. I

am moreover compelled to add that my recent investigations have

led me to endorse Sir Henry Blake's views that the Force under

its present Officers has not been as successful in the re-

-pression of crime as it ought to have been and has somewhat

lacked initiative and energy and I am, therefore, of opinion

that it should be strengthened by the introduction of some

blood", more especially in the control of the Detective Depart-

-ment and this in my opinion.can best be effected by the

appointment of Mr. Hallifax to act as Deputy Superintendent as

soon as he is released from his present duties as Police Magis-
